......i mean a oddbblocktablerecord that references all other oddbblocktablerecords directly/indirectly but is not referenced by any oddbblocktablerecord. is there any api that can do this?

where is no such blocktablerecord which references all others. some blocktablerecords may be not referenced at all if drawing contains a block definition but contains no insertions of this block.
where are some "special" blocktablerecords which are not block definitions but are containers holding entities residing in layouts.
they are "*modelspace" and a number of "*paperspace*"
such block table records are called layout blocks.
oddbdatabase::getmodelspaceid() returns id of modelspace block table record.
oddbdatabase::getpaperspaceid() returns id of active paperspace block table record.
to get ids of other paperspace block table records you can iterate through layout dictionary and get block ids from oddblayout objects.

thanks for that info....it was usefull....
....but ....how do i relate my dxf file with the model_space and paper_space entries in database....in other words which section of the dxf file lists these entries...

in dxf file contents of model space and active paper space is mixed in entities section (gc 67 indicates if its a ms or ps entity).
for other (inactive) paper layouts the entities are inside "*paper_spacex" blocks.
