i don't believe there is an api method for it. you might be able to dig into window handles (ugly if you ask me). if you're trying to get your add-in menu in the recommended position between tools and help, use 5 for the position. if there are other add-ins, they will stack up in order they are loaded.

there is no api for menu position that is one thing many of the add-in developers complained about, including myself. but yes you can get the handle to the menu and then call a few win32 commands to determine what menus are there and their positions etc... but its a lot of work and the only thing that changes the position of the menus is other add-ins, as all standard menus stay in the same position.
