默认 shear tab transverse to an hss beam stumped

shear tab transverse to an hss beam? stumped.
looking only at the local strength capacity (not bending, shear, or torsion of the overall pipe) of the wall of the 24" diameter pipe in the attached simple sketch, is the ?" wall thickness acceptable?
or alternatively, what are the local failure modes at the plate attachment point of the pipe wall? they would seem to be similar to a longitudinal shear tab, but i can't find any reference on it.
chapter k of aisc, and aws do not address a plate transverse to an hss (round or rectangular), with a shear tab. an example where this may come up is a transfer beam with a shear tab to catch an infill beam.
any insight would be greatly appreciated.

any chance of cutting two slots in the 24" section to receive the shear tab plate, extending the plate through and welding the plate to the pipe from the outside? seems to me this would drastically cut the stresses to the pipe wall section.
