biaxial moment frame column
can anyone tell me why i can't use an hss column at the intersection of two orthogonal omfs? if so, is there a provision in the ibc, asce7, or aisc341 you are refering to?

i wasn't aware that you couldn't.
in fact, if memory serves me right, i've actually used one.
i think its a matter of there not being any approved connections available.
not sure though as i am not an se.
i would try to avoid it. make sure you think about the moment connection to the tube column (i.e. the push-pull forces from the flanges of the beam on the wall of the tube). is it possible to use a wide flange column oriented in the more critical direction and "dog leg" the orthogonal frame into the shared column (pin connection)?
it is expensive, but can be done. make both beams the same depth and same elevation. use a common through plate at bottom and top. if you are stuck with an r>3, i don't think you can use it unless there is some testing to show its rotational flexibility.
i assume there is not a single other column you could move the moment frame - i mean its not like your blocking a doorway with a brace, right?
