默认 anchor rods for canopy foundation

anchor rods for canopy foundation
drawings on a job i am inspecting call for 1 1/2" x 3 ft long anchor bolts (should have been specified as anchor rods) to be embedded in a reinforced concrete foundation, to support a gasoline station canopy
anyway, the contractor is using bolts, correctly sized in diameter and length, but instead of the standard hook end, the anchor rods have ends that are bolt heads.
is this an ok equivalent?
depending on the loads and geometry of placement of the anchor rods, this may be better. see the aisc design guide #1 (i think). using straight rods, the uplift load will be pulling out a cone of concrete. using hooked bars, the uplift load is trying to straighten the rod. suggest using washers on the straight bars, as wewll.
it's the engineer of record's call. both are legitimate methods of anchorage.
