loadlinetypefile needs proper locale
in the release notes for version 1_13 build 2 it is stated that:
"2856 need to set the proper locale for reading and writing dxf file, to prevent data loss when dealing with floating point numbers."
has been corrected.
unfortunalety, it seems that the function loadlinetypefile() still needs to have set the proper locale before.
is that correct?
will it be fixed in a future release?

this is a dd bug. it will be fixed in the next release.
