may be it's a bug in dd.
1. there is just a box in dwg 100x100 mm (see attached file box.dwg).
2. export this dwg to dwf (ascii) by oddwfexportex sample.
3. then i open dwf (box_original.dwf) with autodesk dwf composer 1.0. measurement tool say that length of box side is 0.00000002086 mm.
4. to fix this we need only change unit matrix (see box_fixed.dwf).
