2004 sectioninfo compression

i am having difficulty decompressing the 'section info' section of the header. the algorithm in the spec decompresses the section map fine, but then seems to get crossed up while decompressing the section info section. could be that there is something missing from the compression algorithm in the spec? has anyone else had such problems?
