when are the special seismic load combinations used
 

when are the special seismic load combinations used?
can someone tell what section of either ibc '03 or asce 7-02 calls out the use of the "special seismic load combinations of ibc section 1605.4 and asce 7-02 9.5.2.7.1?
ibc says where specifically called out in sections 1613 through 1622 or in chapters 18 through 23. the only reference i found was for the design of collectors in seismic design category c and above. are these load combinations used to evaluate anything else?
