fema flood openengs near bfe
are fema flood openings required for a garage where the slab is above the base flood evelation, but not above the 1' of wet-floodproofing freeboard required? i can't find anything in writing that says this is exempt, but as the design requirements state that the design should reflect a 1' difference, it seems moot.
