how is rain water dealt with in a secondary confinement facility such as a dyke that surrounds an above ground storage tank? thanks.

we either collect it into a sump with a manually operated sump pump or have a normally closed valve at the low spot that plant staff opens after a rainstorm.
obviously you can't have anything that automatically drains the rainwater without inspecting it.
