aci 318 chapter 12 refers to development and splices of reinforcement
development: the length required by code that will ensure that the rebar itself will fail prior to the rebar pulling out of the concrete (i.e. loss of bond).
embedment: the actual length of bar that is in the concrete.
so you could have a bar that is embeddedfff"> 8" into concrete, and need 12" to developfff"> the full bar strength.
